Medicaid; eligibility of incarcerated individuals. Requires that the Board of Health include in its state plan for medical assistance services a provision that (i) requires an inmate's Medicaid eligibility to be placed in suspension, rather than terminated, during his incarceration and (ii) provides that the time during which the inmate is incarcerated shall not be included in determining the date by which he must recertify his eligibility for medical assistance.
