A healthcare consultant, Rasoul originally hails from Warren, Ohio. He holds a BBA from Roanoke College and an MBA from Hawaii Pacific University. He is married, with three children. Notably, Rasoul was a member of the Virginia Defense Force from 2007–08, and is the only Muslim member of the Virginia General Assembly.
